Yes, it's there, it looks fun, but don't place anyone on it. Instead, just attack the person normally. When you place someone on a hitlist, your name shows up as well and it just makes you look like you're being kind of rude. Plus, higher level players that are bored will browse this list and whack those that they can just for fun.
